total thyroidectomy with lymph node dissection.
LN dissection because papillary ca is associated with occult metastasis in early stages to LN.

As per the info gathered size of the tumor is >1cm…hence LN dissection may be helpful…Total thyroidectomy is the the best option kreeping in mind a greater chance of recurrence with other modalities
